Sous la supervision du siège à Bruxelles, le/la chef de mission est responsable de la mission dans son ensemble vis à vis du siège et de l'équipe composée de personnel expatrié et national.

Il/Elle représente PI auprès des autorités politiques, judiciaires et administratives et des partenaires. Il/Elle est basé(e) à Bukavu (Sud Kivu) et est amené(e) à se déplacer sur l'ensemble du pays. Il/Elle est épaulé(e) d'un assistant(e) administratif/financier/logistique et de 2 coordinateurs/trices de projets (formation, plaidoyer, suivi des cas individuels de protection et observation des procès).

Principales responsabilités Pendant la phase de démarrage

• superviser la finalisation de l'installation du bureau de PI

• engager les membres de l'équipe locale en coordination avec le siège (administration, officiers de protection et autres postes)

• assurer la liaison avec les autorités locales et les institutions gouvernementales et poursuivre les démarches d'enregistrement de PI

• assurer la liaison avec les institutions financières Pendant la seconde phase

• Représentation légale de PI et des activités de la mission dans le pays, auprès des Missions diplomatiques, des autorités politiques, judiciaires et administratives et de tous les partenaires.

• Responsable de l'exécution du plan d'action et de la mise en oeuvre de la politique de PI sur le terrain, et responsable de l'évaluation.

• Supervision du bon fonctionnement général de la mission: gestions financière, administrative et logistique

• Gestion des ressources humaines

• Gestion des flux d'informations internes et externes

• Définition, mise en oeuvre et adaptation du plan de sécurité élaboration des projets en collaboration avec le siège et les coordinateurs de projets.

• Développer des relations de travail avec les ONG locales et internationales

• Rechercher activement des opportunités de financement pour le bureau de PI en RDC

• coordonner avec les responsables finances/administration de PI l'écriture des propositions et des rapports aux bailleurs de fonds.

• développer des stratégies de plaidoyer en coordination avec le département de plaidoyer du siège

• assurer le développement d'une banque de données relative aux risques rencontrés par les défenseurs de droits humains (notamment incidents de sécurité)

• travailler avec les officiers de protection pour assurer la continuité du processus de renforcement des capacités et du programme de formation.

• gérer les perspectives de développement de la mission ; gérer l'application de la stratégie, la réévaluer et l'adapter.

• transmettre ses compétences aux membres de l'équipe expatriée et nationale en conformité avec la politique de transmission de PI

• planifier le plan de développement et de formation de l'équipe nationale

• faire rapport au directeur de programme du siège et participer aux réunions bisannuelles du siège Qualifications et Expérience

• Diplôme de niveau universitaire (4e ou 5e année) dans au moins l'un des domaines suivants: droit, droit international, droits humains, sciences politiques

• 5 ans d'expérience professionnelle dont 3 ans dans la gestion d'équipe

• 3 ans d'expérience à l'étranger, de préférence auprès d'ONG de droits humains (l'expérience en RDC est un atout)

• la preuve de maturité et d'aisance dans les négociations et la représentation

• connaissance des problématiques des droits humains et de la protection des défenseurs des droits humains

• une expérience de la gestion de développement de projet, y compris de ses aspects financiers

• une expérience de la recherche de fonds y compris la rédaction des propositions ainsi que les rapports d'activités

• connaissance de la situation géopolitique de la RDC et de la région des Grands Lacs; connaissance des problématiques d'un Etat en reconstruction. et avec de préférence déjà une expérience dans le pays.

Background

With a view to extending its financial capacity to develop this Global Protection Programme, PI is looking for a Fundraiser, who would work under the direct supervision of the responsible for Finances and of the Executive Committee.

Key responsibilities:

To work within the mandate of Protection International and follow the principles of Impartiality and non- partisanship
To investigate and follow-up possible funding opportunities for PI 's activities, under the supervision of PI 's Responsible for Finances
To support and liaise with PI 's representatives in Africa, South America and Asia in their searches for funding opportunities in the field
To elaborate, in liaison with the concerned departments of PI , proposals and budgets for new activities to be submitted to Donors
To ensure effective financial reporting on the projects (intermediary and final reports), in coordination with the Financial and Administrative Responsibles of PI
To monitor projects' implementation and ensure an effective cost control system
To collaborate and prepare General reports for PI management committee meetings and for the Donors

Essential requirements:

University Degree (Licence/Master) in a relevant domain or Certificate of Fundraising Institute
At least 3 years proven professional experience in Fundraising for NGOs
Diplomacy and extensive capacities to deal with Donors constructively
Proven ability to write proposals and elaborate budgets
Proven ability to project management and cost control
Proven ability to elaborate reports (both internal and for Donors)
Ability to work to deadlines and to manage a varied amount of tasks
Ability to develop funding proposals and to coordinate with other partners or contracting entities
Proven interpersonal skills and ability to establish and maintain effective working relationships and a respect for diversity in the working environment.
Flexibility and adaptability

Preferable:

Experience with human rights organisations

Conditions:

With a view to implementing its policy and developing activities in the region, PI is currently looking for a Representative in Asia, who will be put under the direct supervision of - and report to - the Executive Committee.

Without hampering further developments of activities in other countries, PI is, at present, active in Nepal, Thailand, Indonesia and Sri Lanka.

Key responsibilities:

• To work within the mandate of Protection International and follow the principles of Impartiality and non- partisanship

• To implement, under supervision of the Executive Committee, PI 's policy in Asia, and, in particular, to establish a regional PI office for Asia, possibly in Thailand

• To liaise with PI and other regional, national and/or local HRDs organisations with a view to establishing or reinforcing relationships and possibly developing partnerships

• To liaise with NGOs, international organisations and bodies working in the region on the protection of human rights defenders ;

• To liaise with HRDs and their organisations on the development of the Capacity Building and Security Training programme

• To co-ordinate the development of PI 's activities in Asia and to report on any change or proposal for change

• To contribute to the development of a regional security plan, to update it and to abide by it

• To contribute to the development of a database on relating to the risks faced by Human Rights Defenders (in particular to the security incidents)

• To develop security trainings sessions and to propose adaptations of PI 's Security Training Manual for Human Rights Defenders according to specific requirements of local, national and regional context

• To report on training sessions (including on their evaluation and to propose any recommendation on possible adaptations)

• To develop advocacy activities and documents in coordination with PI 's Executive Committee and Advocacy Unit

• To investigate and follow-up possible funding opportunities and liaise for proposals writing with PI 's Financial responsible

• To ensure effective financial reporting, in coordination with the Financial / Admin officers of PI

• To collaborate and prepare reports for PI management committee meetings and for the international donors

• To keep abreast of the political situation in the country and lead on the development of organizational political analysis

Essential requirements:

• University Degree (Licence/Master) in a relevant domain (International Human Rights / Humanitarian law, Political Sciences, Education, Social Sciences, etc…)

• At least 3 years proven relevant professional experience with NGOs (preferably more), field background in human rights (preferably in Asia), clear understanding of the concept of universality of human rights and commitment to PI 's values

• Understanding of constitutional and criminal justice

• Understanding of the UN Human Rights system, the EU Human Rights System and ASEAN Human Rights systems

• Ability to communicate and prepare reports, conduct presentations on key issues by formulating positions, articulating options concisely, and making and defending recommendations in English and possibly in other Asia Language

• Understanding of basic principles and methodology of delivering training to adult audiences

Qualifications et Expérience

Structure

Protection International (former European office of Peace Brigades International) is an independently incorporated international non-profit organisation under Belgian law since 1998, and has its headquarter (“sede”) in Brussels, Belgium.

Aim

The aim of Protection International is to contribute to the enhancement of the protection of Human Rights Defenders (HRDs), Internally Displaced Persons (IDPs), Refugees and other vulnerable groups throughout the world in ways that increase options and potential to meet their particular needs, and to enable them to continue to defend human rights.

Objectives

To promote wider knowledge, improved decision-making and increase the effective use of field protection strategies for and by the main stakeholders in protection [i.e., Government and State officials, parliamentary members, the media, citizens, international governmental and non governmental organisations, local organizations of HRDs, IDPs, refugees and other vulnerable groups]. Activities

In order to achieve its aims and objectives Protection International will undertake the following activities:

Set up Protection Desk in different regions of the world.
Fundraising for its Global Mainstreaming Protection Program

Field Activities (i.e. trainings, exploratory assessment missions and the establishing and ongoing support of national protection desks).

Protection International's field activities will consist of assessments and/or more in-depth research on the conflict situation in a given country, including the protection situation of HRDs; training (and follow up, needs based training) in protection and security and conflict transformation for defenders; advocacy and networking, and documentation and dissemination of information. Establishing permanent, national Protection Desks to assist HRD and HRO in the development of effective security management and provide assistance in the development of adequate security protocols and protection methods.

Operational Guidelines

Protection International operates on a multi-annual work plan for its Global Mainstreaming Protection Program which has been elaborated and approved by the Protection International Board upon recommendations and feedback by all Protection International units. In addition Protection International functions internally on annual work plans for all its units (RTU, Web, Advocacy, Protection Desks, Finances), which have been submitted to, revised and approved by Protection International's biannual Board meetings.

Protection International has established internal rules and protocols, especially for its field operations which are applicable to all Protection International members and staff.

• We are a network of human rights defenders .

• We have over 25 years experience in the fields of human rights, humanitarian law and the protection of human rights defenders and other vulnerable groups.

• We have been providing security trainings to human rights defenders in 20 countries, among others DR Congo, Uganda, Nepal, Thailand, Indonesia, Guatemala, Colombia, Brazil, Peru, Sri Lanka, Sudan, Pakistan, Kenya, Honduras, Azerbaijan, Armenia, Nagorno Karabakh, Rwanda and Nigeria.

• We contribute to the fulfilling of international obligations for the protection of human rights defenders .
