Local level: capacity building with rural communities

In Indonesia, conflicts and violations related to natural resources are increasing, affecting communities, indigenous peoples and community based human rights defenders (HRDs). They are facing intimidation, often lack knowledge of and resource to legal remedies. Regulations on business location licenses and land use permits are often conflicting and poorly implemented; the processes lack transparency, and corruption is rife.

Protection Desk (PD) Indonesia carries out capacity building trainings with rural communities who are constantly receiving threats while campaigning for their agrarian and natural resources rights. Security Focal Points based in those communities are established. These should - in the mid to long-term - act as multipliers and further support the communities in their protection and security management.

National level: Assessments and advocacy towards governmental institutions

PD Indonesia is in regular contact with the Komnas HAM (National Human Rights Commission - NHRC) keeping its members informed on current trends, emergencies and research findings on HRDS. We make the link between rural communities, NGOs and duty bearers like NHRC, the Ombudsman and LPSK (Witness and Protection Agency) through dialogue, seminars, research and policy papers, so that community-based HRDs can present their issue at the national level and receive support.

International level: the Universal Periodic Review (UPR) alternative reports

PD Indonesia provides media visits and briefings to ensure that the meaning and the information of the UPR will be understood and spread by local media to achieve more recognition for HRDs.
