PIA Seeks an Independent Consultant to Conduct an End-of-project Evaluation

 

Job Title: Individual Consultancy – End of Project Evaluation Expected

Starting Date: Immediately

Duration of Assignment: 2 months (April and May 2022)

 

In the past 18 months PIA has worked closely with two other partners in protection of the rights of women human rights defenders within a project known as KAMWE: "Supporting Women HRDs and their grassroots organisations to document and prevent Extrajudicial Executions in the Republic of Kenya''.

This project funded by the European Union has supported women HRDs and their grassroots organisations in security management in addition to training them on monitoring, documenting, preventing, and reporting cases of extrajudicial executions. PIA is looking for a consultant to evaluate this project.

We specifically need the successful applicant to evaluate the impact of the project in the 2 years of its implementation. In particular, the evaluation report will demonstrate the following;

1.    Relevance of the intervention,
2.    Effectiveness of the intervention in achieving its objectives in relation to the resources put in.
3.    Effectiveness of the approach in achieving its objectives
4.    Sustainability of the achievements of the project
5.    Human rights based approach and gender inclusivity of the project.
6.    Existing gaps for future programing
7.    Shortcomings of the project

Qualified and interested candidates shall apply (either as a team or individually) and include in their application a technical proposal; a signed letter of confirmation of interest and availability; personal CVs, the candidate/s and at least three (3) professional references; and a financial proposal that shows a fixed total cost of the consultancy and a breakdown of costs.
