About PIA:

Protection International Africa (PIA) is a regional not-for-profit organization registered in Kenya with the NGO Coordination Board. It has its Africa Regional Office in Nairobi. PIA currently has two country offices in Kenya and DR Congo, and a presence in Tanzania. PIA is a semi- autonomous regional hub of Protection International, an international non-profit organization that works to advance the right to defend human rights and for freedom from attacks to those who defend them. PIA tailors its approach to each context and profile of defenders we support.

Objectives of the Consultancy:

PIA is looking to engage a reputable consultant for the review of a draft HR manual, Salaries and Benefits survey and review the organization against the current compensation packages based on the market rate.

Thus, the consultancy specifically seeks to:

  1. Carry out a survey and benchmark remuneration scales against local and regional competitors.
  2. Review and update the organization HR manual with all internal and external changes.
  3. Review and update the current job descriptions with the work scope and remuneration giving the minimum and maximum of each position.
  4. Review the current benefits against the market trends and make recommendations.

Terms of Reference of the Consultant:

  1. Facilitate review and updating of the existing HR manual to include the current labour changes.
  2. Create a basis for developing an equitable pay structure across the PIA office based on job scope and market rates, and practices of other regional organizations.
  3. Review the existing job descriptions and conduct a comprehensive analysis to give recommendations for improvements.
  4. Remuneration package review for each position at the Hub in comparison to market trends.
  5. Submission of a proposal for the evaluation methodology and information gathering requirement and the timeline of completion.
  6. Presentation and submission of final survey findings with comparison and analysis of the survey results, recommendations related to the manual, JD’s, salaries, and benefits.
  7. From the assessment, identifying the gaps that need to be addressed and facilitating the sessions to management.
  8. The consulting firm/ individual consultant shall maintain complete confidentiality of all data and documents provided by PIA.
  9. Presentation of the report to the management.

Qualification and Experience

  • Minimum bachelor’s degree in the field of Human Resource Management.
  • Minimum ten (10) years’ experience in the field of human resource management with a proven track record in the area of compensation and benefits analysis, HR policies for non-governmental organizations.
  • Extensive knowledge of local and international labor laws best HR practices and approaches.
  • Has successfully delivered on the design and roll out of HR policies, designing frameworks and facilitating sessions to communicate policies.
  • Strong analytical, communication writing and interpersonal skills.
  • Ability to maintain the highest standards of confidentiality and professionalism and sound judgment.

Duration of Assignment:

The assignment will take a maximum period of 60 working days starting from the date of signing the contract by both parties, subject to adjustments as required and mutually agreed upon.

  6. A budget quotation structured clearly and straightforward for every task including all the chargeable taxes.
